در مدت زمان برگزاری رقابت‌های انتخاباتی، پزشکیان مدام بر یک استراتژی تاکید داشت، همراه‌سازی تمام بخش‌های اثرگذار سیستم برای اجرای برنامه های تدوین شده توسط نظام از طریق نیروهای باسواد، توانمند و معتدل.
حتی صراحت تام و تمام پزشکیان در بیان این خواسته ها هم نتوانست امید برخی از جریان ها را از مدیریت او پس از پیروزی و جانمایی افراد مدنظر خود در کابینه آتی کم رنگ کند.
از ابتدا خواسته های پزشکیان از معاون اول خود مشخص بود. او به دنبال معاون اولی میگشت که از سطح سواد آکادمیک بالایی برخوردار باشد، تجربه حضور در دولت و مدیریت کلان را داشته باشد، انتخاب او واکنش منفی رهبران اصلاح طلب را برانگیخته نسازد، از افراط و تفریط به دور باشد، ذوب در جریان سیاسی خاصی نباشد، بر سیاست بین الملل اشراف داشته باشد، منافع ملی را فدای منافع جریانی نکند، به واسطه سابقه و توانمندی و… غالب بر وزیران باشد و مهمتر از تمام این موارد ارتباط خوبی با بیت رهبری و داشته و مورد تایید مقام معظم رهبری باشد.
هنگامی که تمامی این موارد را کنار هم بگذاریم دایره جستجو بسیار محدود می گردد و در میان افراد دارای این ویژگی ها عارف قطعا گزینه برتر محسوب می شود.
دکتر عارف با مدرک دکترای برق از دانشگاه استنفورد آمریکا و با سوابق تحصیلی و علمی برجسته و به عنوان استاد و عضو هیئت علمی دانشگاه صنعتی شریف همواره به عنوان یکی از نخبگان و پیشگامان علمی کشور شناخته شده‌اند.
عهده دار بودن وزارت پست، تلگراف و تلفن، ریاست سازمان برنامه و بودجه، بر عهده داشتن جایگاه معاون اولی در دولت خاتمی، سالها تجربه قانون گذاری در مجلس به عنوان نماینده تهران و رییس فراکسیون امید، تجربه فعالیت در حوزه مردم نهاد از طریق ریاست بنیاد امید، عدم خروج از مشی اعتدالی علیرغم فشار شدید جریان‌های تندرویی که خواهان برخوردهای رادیکالی بودند و حتی در برابر مقاومت عارف دست به تخریب گسترده او زدند، روابط مناسب و محترمانه با بیت رهبری و عدم دریافت پالس منفی نسبت به او از سمت مقام معظم رهبری، اشراف بر تحولات جهانی و آگاهی کامل از الزامات حضور در جامعه بین الملل و موارد دیگری که برای جلوگیری از تطویل کلام از ذکر آنها خودداری می کنم، او را به گزینه بسیار مطلوب برای تصدی پست معاون اولی در دولت پزشکیان کرده است و دقیقا در راستای وعده های پزشکیان در طول رقابت های انتخاباتی به شمار می رود.
در کنار تمام این موارد، دوستی دیرینه پزشکیان با عارف و قبول داشتن توان عارف و وجود هماهنگی حداکثری میان این دو نفر دولتی کارآمد و یک دست که به جای منافع جریانی، تمام تمرکز خود را بر روی منافع ملی خواهند گذاشت نوید می دهد.
از این لحظه به بعد هرگونه تخریب عارف از سوی جریان ها ویا افراد منتسب به اصلاحات، در حکم سهم خواهی و منفعت طلبی محسوب خواهد شد و در حقیقت بازی در زمین تندروها و واپس گرایان به حساب خواهد آمد و موجب کاهش ظرفیت اجتماعی این جریان می گردد چراکه مردم این برخوردها را نه در راستای منافع ملی، بلکه در راستای منافع فردی و جریانی در نظر خواهند گرفت.
به نظر می رسد می توان امیدوار بود به واسطه حضور افراد باسواد و معتدل که در هماهنگی بالایی با سیستم هستند، پس از سالهای طولانی، کشور در مسیر تصمیم گیری درباره پرونده های باز بسیاری است که عدم قطعیت در مورد آنها اقتصاد ایران را به سمت فروپاشی کشانده است و در صورت ادامه روندی که پزشکیان در پیش گرفته است شاهد اتفاقات مثبت قابل توجهی در کشور خواهیم بود که در نهایت ثمره آن در سفره مردم پدیدار خواهد شد.
