بحران سالمندی و حسرت توسعه ایران
اغلب کشورهایی که در دهه‌های اخیر توسعه یافته و یا در مسیر توسعه قرار گرفتند یک اشتراک مهم دارند که آن هم جوان بودن جمعیت در ابتدای مسیر حرکت به سوی توسعه است. تقریبا اندک مواردی دیده می‌شود که کشوری از فرصتی که جوانی جمعیت در اختیارش قرار داده برای نیل به توسعه استفاده نکرده باشد. البته کشورهایی که دچار کمبود منابع و یا جنگ هستند از این قاعده مستثنی بوده‌اند. چرا که عملا امکان بهره بردن از این فرصت استثنایی را ندارند. اما ایران تقریبا تنها نمونه از کشورهای توسعه نیافته‌ای است که با وجود دسترسی گسترده به منابع و بهره‌مندی از امنیت نسبی نتوانسته از فرصت جوانی ترکیب سنی جمعیت در حدود دو دهه اخیر استفاده کند.
پژوهشگران حوزه توسعه معتقدند جوانی جمعیت و اصطلاحا باز شدن «پنجره جمعیتی» فرصتی طلایی برای کشورهای توسعه نیافته‌ای است که حاکمانشان انگیزه و اراده‌ای برای توسعه و پیشرفت دارند. به بیان ساده‌تر در کشوری که تعداد شاغلان و نیروهای مولد بیشتر از شهروندان از کارافتاده و سالمند باشد، شانس بیشتری برای دستیابی به توسعه وجود دارد.
برای درک بهتر این موضوع بد نیست به این مثال معروف بین جمعیت شناسان و توسعه گرایان دقت شود. فرضا خانواده‌ای چهار نفره متشکل از پدر، مادر و دو فرزند را در نظر بگیرید. حال اگر پدر و یا مادر یکی از والدین به دلیل از کارافتادگی به جمع این خانواده بپیوندد طبیعتا هزینه‌های زندگی افزایش خواهد یافت. این افزایش هزینه تبعاتی در پی دارد که مهمترین آن فرسودگی نیروهای مولد و نان‌آور خانواده و همچنین کاهش منابع لازم جهت تحصیل، فراغت، درمان و در یک کلمه بقا و سپس پیشرفت فرزندان این خانواده است. این مثال ساده را می‌توان به جوامع بزرگ انسانی تعمیم داد. به گونه‌ای که اگر نسبت جمعیت سالمندان یک کشور به نیروی شاغل و مولد هرچه کوچکتر شود، نهایتا منابع بیشتری نیز باید در جهت تامین هزینه‌های جاری زندگی سالمندان هزینه شود.
یکی از شاخص‌هایی که می‌تواند نسبت بین شاغلان و بازنشستگان (نه لزوما سالمندان) را توضیح دهد نسبت نیروی کار شاغلی که حق بیمه پرداخت می‌کند به تعداد مستمری‌بگیران و بازنشستگان حقوق بگیر از صندوق‌های بازنشستگی است. در واقع این شاخصه آشکار می‌کند که در یک جامعه چند نفر در ازای یک بازنشسته کار می‌کنند؟ به عبارتی چند نفر کار می‌کنند تا هزینه نگهداری از یک بازنشسته تامین شود؟ این نسبت در کشورهای توسعه یافته ۶ به ۱ بوده و در کشورهای در حال توسعه نیز ۳ به ۱ است. یعنی در کشورهای پیشرفته در بهترین حالت ۶ نفر به ازای یک بازنشسته مشغول به کار هستند. اما در کشورهای در حال توسعه به طور میانگین ۳ نفر کار می‌کنند تا هزینه نگهداری از یک بازنشسته تامین شود. اما این نسبت در ایران حدود ۱.۵ به ۱ است. یعنی به ازای هر سالمند تنها ۱.۵ نفر در حال کار بوده و اصطلاحا به عنوان نیروی مولد شناخته می‌شود.
از همین رو است که گفته می‌شود جوان شدن جمعیت یک کشور می‌تواند بهترین موقعیت برای حاکمیتی توسعه‌گرا باشد تا در مسیر پیشرفت کشور حرکت کند. چرا که طبیعتا نیروی کار بیشتری در مقایسه با نیروی از کارافتاده و سالمند در اختیار دارد. این وضعیت عموما در اغلب کشورهای جهان در حدود نیم قرن اخیر منجر به توسعه و یا جهش‌های بزرگ کشورها به سمت توسعه شده است. چین، ژاپن، شیلی و حتی کره‌جنوبی از جمله مهمترین مثال‌هایی هستند که در شرایط مشابهی قرار داشتند و فرصت طلایی باز بودن پنجره جمعیتی را از دست نداده و حالا خود را در جرگه کشورهای توسعه یافته جهان می‌بینند.
اما همانطور که گفته شد ایران تنها موردی است که با وجود بهره‌مندی از دو عنصر منابع و امنیت، نتوانسته از فرصتی که جوانی جمعیت در اختیار حاکمانش قرار داده بود برای رسیدن به توسعه استفاده کند. البته از سال ۱۳۹۵ به این سو هیچ سرشماری رسمی و دقیقی در ایران انجام نشده اما گفته می شود نرخ رشد جمعیت در سال ۱۴۰۲ حدودا ۰.۷درصد بوده و در مقایسه با ۱۰ سال گذشته کاهش قابل توجهی را نشان می‌دهد.
ضمن اینکه روند کاهش نرخ رشد جمعیت از اواسط دهه ۷۰ شروع شده و حالا به اوج خود رسیده است. اما نتیجه این تغییر رویه جامعه در قبال فرزندآوری باعث شده تا متولدین دهه ۶۰ بزرگترین گروه سنی را در جامعه ایران به خود اختصاص دهند. گروهی که با ورودش به بازار کار انتظار می‌رفت شاهد جهش محسوسی در بازار کار، تولید و در نهایت کلیت اقتصاد ایران باشیم. اما به چندین دلیل مختلف این اتفاق رخ نداد و باعث شد فرصت طلایی که جوانی جمعیت برای ایران فراهم کرده بود منجر به توسعه نشود.
از جمله مهمترین موانع یاد شده می‌توان به شروع مناقشه هسته‌ای همزمان با ورود متولدین دهه ۶۰ به بازار کار، روی کار آمدن دولت احمدی نژاد و پول پاشی گسترده در پی افزایش قیمت جهانی نفت، وضع تحریم‌های بانکی و نفتی علیه جمهوری اسلامی در پی تغییر رویکرد ناشی از روی کار آمدن محمود احمدی نژاد، بروز مخاطرات و بحران های زیست محیطی در بخش‌های مختلف کشور و همچنین از بین رفتن امیدها در پی خروج ایالات متحده از برجام توسط دونالد ترامپ اشاره کرد.
البته به طور کلی می‌توان گفت مانع اصلی بر سر راه توسعه ایران با وجود فراهم بودن بستر لازم در بطن جامعه، سیاست‌گذاری دولت‌های نهم و دهم در حوزه روابط بین‌الملل و خصوصا پرونده هسته‌ای جمهوری اسلامی بود. هرچند عوامل خارجی نیز تاثیرات بسزایی روی این موضوع داشتند اما بسیاری اعتقاد دارند اگر جمهوری اسلامی به سمت عادی‌سازی نقش خود در منطقه و جهان حرکت کرده بود حالا وضعیت تفاوت معناداری با آنچه امروزه شاهدش هستیم داشت.
اما ایزوله شدن ایران از بازارهای بین المللی و جا ماندن از رقابت داغ و تنگاتنگ تجارت خارجی در خاورمیانه باعث شد تا فرصت توسعه بسوزد. از طرفی هم این رویکرد نه تنها فرصت‌سوزی بزرگی محسوب می‌شود، بلکه باعث ایجاد یک فرابحران عجیب در قلب جامعه ایرانی شده است. بحرانی که از آن با عنوان سالمندی جمعیت یاد می‌شود. کاهش مداوم و بی وقفه نرخ رشد جمعیت در دو دهه اخیر باعث شده تا متولدین دهه‌های هفتاد، هشتاد و نود به ترتیب کوچکتر از دهه‌های قبلی خود شوند.
بنابراین ایرانیان در سالهای آینده مجبورند بیشتر کار کنند تا هزینه نگهداری از سالمندان و حقوق بازنشستگان تامین شود. باید توجه داشت متولدین دهه ۶۰ با توجه به سن بازنشستگی در ایران حدود ۱۰ سال دیگر وارد دوران بازنشستگی می‌شوند. در این صورت گروه های سنی که به مراتب کوچکتر از دهه ۶۰ هستند باید کار کنند تا بزرگترین گروه سنی جمعیت ایران دوران بازنشستگی خود را پشت سر بگذارد. شواهد هم نشان می‌دهد که جامعه ایرانی تمایل چندانی برای فرزندآوری در شرایط کنونی ندارد. بسیاری معتقدند وضعیت وخیم معیشتی، ناامنی در خاورمیانه، بحران‌های ریز و درشت محیط زیستی و… از جمله مهمترین دلایل کاهش نرخ فرزندآوری در میان زوج‌های ایرانی هستند. از طرفی هم وضعیت به گونه‌ای پیش می‌رود که جامعه سیگنالی امیدوارکننده از آینده کشور را دریافت نمی‌کند و از همین رو برای صاحب فرزند شدن دچار تردیدهای بسیار زیادی است. نباید فراموش کرد که در پایان سال ۱۴۰۲ برای اولین بار در ۱۰۰ سال اخیر ایران شاهد تورم بیش از ۳۰ درصدی به مدت ۳ سال پیاپی بوده است. به عبارتی به نظر می رسد دولت و جامعه به تورم های بالای ۳۰ و ۴۰ درصدی عادت کرده است. در چنین وضعیتی تولید و رشد اقتصادی اولین قربانیانی هستند که موجب کاهش نرخ مشارکت اقتصادی شهروندان و افزایش نرخ بیکاری در کشور می‌شود.
رویکرد دولت ابراهیم رئیسی در قبال مذاکرات اتمی جهت رفع تحریم نیز نشان داد که آینده چندان درخشانی در انتظار کشور نیست. چرا که دولت سیزدهم تصمیم دارد از طریق دور زدن تحریم به بقای نباتی اقتصاد ادامه دهد و در چنین شرایطی چشم اندازی برای پیشرفت و توسعه نیز وجود نخواهد داشت. جامعه نیز دقیقا این سیگنال را دریافت کرده و به نظر می‌رسد برنامه‌ای جدی برای تشکیل خانواده و فرزندآوری نداشته باشد. این فضای ناامیدی باعث شده تا نیروی متخصص و حتی نیمه متخصص ایرانی کوچکترین فرصتی برای مهاجرت را از دست ندهد. این اتفاق نیز باعث کاهش چشمگیر نرخ رشد جمعیت در سالهای پیش رو خواهد شد.
مجموعه این عوامل نشان می‌دهد که ایران در دقیقا در دوره‌ای که درگیر پرونده اتمی و تورم های دو رقمی بوده، در واقع بزرگترین و بهترین فرصت برای توسعه را از دست داده است. با توجه به اینکه سن بازنشستگی در ایران نیز در مقایسه با کشورهای جهان بسیار پایین است می توان گفت که متولدین دهه ۶۰ فاصله چندانی با بازنشستگی ندارند و عملا این فرصت از دست رفته تلقی می شود. نباید فراموش کرد که کسری بودجه مزمن دولت در ایران نیز باعث شده تا صندوق‌های بازنشستگی به عنوان یکی از سیبل‌های همیشگی برای دولت جهت تامین کسری همواره در معرض دست درازی باشند. کارشناسان نیز بارها از وجود ابربحرانی تحت عنوان «ورشکستگی صندوق‌های بازنشستگی» در پی استقراض دولت هشدار داده‌اند.
بنابراین نه تنها در سالهای آتی شاهد برهم خوردن تعادل سنی بین گروه‌های جمعیتی خواهیم بود، بلکه ورشکستگی صندوق‌های بازنشستگی نیز خود سیلی از مشکلات را ناشی از عدم توانایی صندوق‌ها در پرداخت حقوق بازنشستگان در سالهای آتی را در پی خواهد داشت. از همین رو است که گفته می‌شود ایران نه تنها فاصله بسیار زیادی با توسعه دارد بلکه با اتخاذ سیاست‌های نادرست و غیراصولی فرصتی طلایی را تبدیل به تهدیدی اساسی کرده است.
